Action Alert: Support the Improving Access to Clinical Trials Act
August 18, 2010 – The U.S. Senate has approved S. 1674, the Improving Access to Clinical Trials Act and it is now in the hands of the U.S. House of Representatives. CAF supports this bill, which makes it possible for people with Supplemental Security Income (SSI) to participate in clinical trials for rare diseases (such as thalassemia) without risking their SSI eligibility.
Current rules regarding eligibility for SSI prevent many people with rare diseases who receive SSI from participating in clinical trials. The inability of SSI beneficiaries to accept research compensation for participation in a clinical trial has been shown to be a significant deterrence to research participation.
What is a clinical trial? | |
A clinical trial is a research study to answer specific questions about vaccines or new therapies or new ways of using known treatments. Clinical trials (also called medical research and research studies) are used to determine whether new drugs or treatments are both safe and effective. Carefully conducted clinical trials are the fastest and safest way to find treatments that work in people. Trials are in four phases: Phase I tests a new drug or treatment in a small group; Phase II expands the study to a larger group of people; Phase III expands the study to an even larger group of people; and Phase IV takes place after the drug or treatment has been licensed and marketed. The Act changes current Social Security Supplemental Security Income (SSI) eligibility requirements so that research compensation (up to $2,000) for participation in a clinical drug study for a rare disease or condition is no longer considered income for determining SSI eligibility. It’s now up to the House of Representatives to take action on this important bill before members leave in October to campaign in preparation for the November elections. In the House, the bill is H.R.2866; the title is “Improving Access to Clinical Trials Act of 2009.” The sponsor is Rep Edward J. Markey.
